For further information on PL/I, you could try IBM's copious library. AFAIK, there are no "Open Source" or "Free Software" PL/I compilers. Yet. :)
(PL/I is the language MULTICS is written in. Rumour has it that MULTICS was dropped, after a source listing of PL/I underwent gravitational collapse and formed a black hole.)
